When you check PhonePe on the Qrates directory, you will see that "Nobody answers" is the most raised problem in store reviews. PhonePe says it works as a Third-Party Application Provider (TPAP) for UPI services, and that RBI has authorised it to issue prepaid payment instruments and to operate as a Payment Aggregator. On UPI, your money moves between bank accounts through the UPI network, with Yes Bank, Axis Bank and ICICI Bank named as PhonePe's sponsor banks in its UPI terms.
Licence and registration: Is PhonePe RBI approved?
PhonePe Limited, formerly PhonePe Private Limited, says RBI has authorised it to issue and operate prepaid payment instruments, to act as a Bharat Bill Payment Operating Unit, and to operate as a Payment Aggregator (PhonePe grievance policy). RBI's own press releases also treat it as a Prepaid Payment Instrument issuer. For UPI, it is a Third-Party Application Provider that works through sponsor banks (PhonePe UPI terms).
PhonePe connects to your bank account using the UPI network. You can compare it with other Payments & UPI Apps to see how this structure works across the industry. Regulator warnings and UPI transaction safety
RBI has fined PhonePe on record. In September 2025 it imposed a ₹21 lakh penalty on PhonePe Limited because the end-of-day balance in its escrow account fell short on some days, and the shortfall was not reported to RBI immediately. RBI said the action is based on deficiencies in regulatory compliance and is not meant to pronounce on the validity of its dealings with customers. In May 2019 RBI announced a ₹100 lakh penalty on Phonepe Private Limited for non-compliance of regulatory guidelines on prepaid instruments. We did not find an RBI or NPCI notice telling the public not to use the app.
Standard UPI payments require your secret UPI PIN. UPI Lite is the exception. It allows small payments with no PIN, up to ₹1,000 per transaction under PhonePe's UPI terms, and these limits can change. PhonePe says neither it nor banks will ever ask you for your UPI PIN, ATM PIN or MPIN.
What PhonePe can read on your phone
The Qrates directory shows that PhonePe reads your text messages and your contacts. PhonePe's privacy policy says SMS access is used for registering you and your device, for login and payment OTPs, for security, and for bill and recharge reminders. If you are concerned about privacy, learn how to check app permissions on Android before installing a finance app to stay informed.
PhonePe's privacy policy also lists contacts, location, camera and microphone. It says location, camera and microphone access needs your explicit consent through app permissions, and is for products that need it, such as video KYC. The policy also mentions fraud detection among the uses of your data.
